CENSORSHIP OF TELEGRAMS

A PRECAUTIONARY MEASURE REGULATIONS MADE AND OFFICERS APPOINTED. ■ By Order-ia-Council yesterday, regulations were made providing for the censorship of telegrams" in .New Zealand.. "So long as any such Warrant remains in force with respeot to. f any , telegraph station it shall be unlaw- - ful lor any person to transmit or . - receive any telegraphic message from or at 6uch telegraph station. ' "In time of war or at any time when in the opinion of the Governor war is reasonably to be apprehended the Governor may, by Warrant under his hand, authorise any officer of the Defence Forces or any other pefsbn to .act during the pleasure of the Governor as a censor of telegraphic messages either generally or in reßpect of any specihed , ; . telegraph station. ■ ■ (> • "So long as any such authority re- ■ • ( maimv in force with respect to any • telegraph station it shall not be lawful to transmit from that station any: telegrapfhio message until and ' "unless the transmission ■ thereof has been approved by'an officer or other person so: authorised to act as censor at that station. • "So long as any such authority remains in forco with respect to any telegraph station it shall not be lawful for any person employed at that station to deliver or disclose to any other person any telegraphic message received at that . station until and-unless sueji delivery or disclosure-has been approved; by an officer or other person so authorised, to act as censor at that station. 1 'Every person who transmits, receives, delivers, or discloses anytelegraphic message in breach of these regulations, or. attempts so to transmit, receive, deliver, # ->or disclose any such message, or- is in any manner "a party to any such breach of tbese regulations,.shall be liable ~ on summary convictionlo a fihe not exceeding one. hundred pounds, or to imprisonment for-a term not exceeding thr<!o months.".. -TJnder • the foregoing regulations, Lieut.-Colonel W.H. S. Moorhouse, of Wellington, has been appointed deputy chief censor of telegraphic:messages for the Dominion.
