Foreigners have , been. notified that they must leave within the first day of mobilisation, otherwise they will requiro passports. Foreigners, .excepting Austrians, may remain in Paris on speoial permit. Austrians will be sent to special depots on ihe- western frontier, .and thence be allowed to leave by neutral frontier. ~ . -'' ~ All motor buses have been commandeered to serve for ilhe transport of food for the army. : It is understood that M.
