The City Engineer was authorised;by the council last night-to purchase a motor-car for use in his department. It was all very well to celebrate Empire Day, said Dr. J. J. Findlay, the eminent educationist, in the course of his address last evening, but it was all an empty show without real teaching and a deep appreciation of the past.
