NEW WAR CHIEFS.

General Sir Charles Douglas (Inspcc-tor-Genoral of the Homo Forces) is first favourite as successor to Sir John French as Cliief 'of tho Imperial General Staff; and General Sir Horace SmithDorrien (General Officer Commanding-in-Chief, Southern command) as successor to General Ewart (Adjutant-General). In tho event of such changes it is suggested that General Sir lan Hamilton will succeed General Douglas. (Press Association.) London, April 2. General Sir Charlos Douglas succeeds Sir John French as Chief of tho Imperial Goneral Staff, and General lan Hamilton (now in Australia) is expected to.succeed Sir Charles Douglas as InspoctorGoneral of tho Home Forces. I. General Sir Charlos Whittingham Horsley Douglas has had a distinguished career. He joined the 02nd Highlanders in 1860, and as adjutant served during tho Afghan war, 1879-80. ' Ho was present at the actions of-Charflsiab and Sher-r pur, and took .part in tho historic march from Cabul to Ivanda'har. ■ He was also present at the-action of Kandahar, where his horse was shot under him, and was mentioned in dispatches, and later served in tjio Gordon Highlanders in the Boer war of ISBO-ISSI, being present at the battle of Majiiba. He was again mentioned in dispatches during the Suakim Expedition, and, as chief staff officer of the First Division of the South African Field Force, in 1899, took part in the battle of Mngersfeiitein. Subsequently he commanded the 9yh Brigade and a column of all arms iii tho late Boer war, being twice mentioned in dispatches. For his services lie was promoted to the rank of Jfnjor-General, and received the Queen's medal with four clasps. Form 1904 to 1909 lie filled the position of Second Military Member of the Army Council and Adju-tant-General to the Forces, and from 190912 was Gener.il Officer Commanding in the chief Southern command.
