INCIDENT OF THE CANAL TOLLS , DEBATE. By Telegraph—Press Association—Copyrisht Washington, April 1. Mr. Champ Clark, in his speech during . tho .debate on tho Panama Canal Tolls Exemption Repeal Bill, declared that the Mouroo Doctrine was growing as tho American people grow. It now meant that tho United States was practically sovereign upon tlio American continent. Its flat was law upon subjects in which it had affirmed its interposition. Ho cxclaimed, amidst applause:-— "Touch tho Monroe Poctrine and the bristles on every true American rises instaatcr.- Those who asserted the Monroe Doctrino is dead reckoned without their host."
Mr. Clark concluded by praying to God to "prevent this stupendous tolly, this unspeakable, humiliation' of the American Republic." . The Bill now goes before the Senate. ' Twenty-five Republicans swelled tho Democratic majority. President Wilson refused to comment cn the House's vote. .
