JOTTINGS FROM PROVINCIAL .CENTRES. (From Our Special Correspondents) 1 PALMERSTON NORTH. The latest stage in what may be called tho ".River Board crisis" is the con- . vening of a meeting of ratepayers tonight by. Mr. H. C. Mellsop, to take steps for abolishing the board. Following upon protests against tho recent judgment removing the objectors from 1 the rating list, and tho board's decisionto seek a declaratory judgment of the Supreme Court, and tnen to reclassify the properties in order to reinstate the objectors, the series of developments is becoming acutely interesting to borough residents. Meanwhile tho erection of the first groyne at Fitzroy Street, under tho directions of Engineer Fisher, is visibly liearing completion. . The location of this groyno aims at pushing tho stream into a new direction at a point which a concensus of. opinion' during tho hearing of the objections regards as the principal' danger point.
