■ In tho course of a tetter to the "Standard," Mr. JL S. Abraham, while commending Mr. Poynton's careful consideration and honest endeavour to give

a just decision on the River Board objections, declares, nevertheless, that he entirely missed the point. Mr. Abrahaiß. contends that the exemption from rates of one objector ought necessarily to carry exemption for all neighbours similarly situated. Ho is convinced that the Act never intended that an objector should bo allowed to throw his responsibilities upon tho shoulders of neighbours similarly placed, and that the menace of the river affected property values over a far wider area than the River Board embraced. Tlie whole basin of the river from Ashlrarst to the sen ought to have been included in the board's rating area, every ratepayer therein contributing more or less. Ho suggests that the board should apply to tho Government to include this wider area in the sphere of operations, and appoint a commission to settle the shares to be borno by the various towns and counties affected. 'It would be a big job, ho says, but it is worth some trouble.
