' • About two .hundred peoplo were present at tlio Upper Hutt Town Hall last evening, when Mr.' V. M'Govern, ono of tlio tliree candidates for the vacancy on tlio Town Board (caused by the retirement of Commissioner , Bennington), addressed the- electors in regard to his candidature. Bennington presided. The candidate received an etfentivo hearing. Tho eleetion. which takes place to-day, tlio candidatp.s N being'.Messrs.
