London, Deccmbor 22. Tho American press is disgusted at Great Britain's refusal to participate in tho Panama Exhibition.
The general opinion is that tho Government blundered badly in revealing its agreement with Germany not to participate. Germany would bo an exhibitor if she was not bound to tho chariot wheels of British stupidity. Tho "New York Herald" says that it has been commonly remarked recently that German diplomacy is constantly outclassing British. What shrewder movo was possible than to drive the wedge to split tho Anglo-American friendship? Tho general impression is that Great Britain is noting in a spirit of potty rovonge for tho Panama Canal Act. Berlin, December 22. "Tho Times" correspondent controverts tho view that Herr Ballin's Panama. Committee was dissolved owing to the Kaiser's iniluence. Tho suggestion that England and Germany are pledged not to exhibit does not obtain crodenco in Germany.
