Chinese and foreign companies will bo granted concessions for periods of forty years, when tho linos will revort to China. Tho Government is considering throwing open tho whole of China to foreign enterprise and resilience ANGLO-CHINESE BANK. (Kec. September 12, 10.15 p.m.) London, Soptember 12. Heater's agency states (hat tho Chinese loon agreement with tho London financiers includes provision for tho establishment of a commercial bank, with a. capital of ,£2,000,000, of which half will bo provided from tho loan. Tho head oliico will bo in London, but half tho board will be Chinese.
