POLICE SCANDALS.

Mr. Gaynor, Mayor of Now York, giving evidence at tho investigation regarding charges of graft against the police, admitted that 3,000,000 dollars '(.£000,000) a year in graft had been paid to the police by tho liquor interests. Recently this had been, entirely suppressed. Whilo the force was certain to contain a proportion of incompotent, untrustworthy men, the general level of efficiency was higher than ever before. Ho admitted that burglary insurance rates in New York had jumped 35 per cent, recently.'
