NEW POLICY NOT REACTIONARY. ' MEMBER FOE SUBURBS. Mr. W. H. IJ. Bell, member for Wellington Suburbs, was announced by tho chairman as "tho baby of tho Reform Party," and was received with loud applausci and cheering. Mr. Bell said that he had come out as a, supporter'' of the Reform party at the late elections becauso ho thought that tho Ward party was not carrying out its professions, and that tho Massey part)- would carry out its professions if it got into power. (Applause.) lie was not in the Ministry—A voice: "By-and-by, plenty of time!" Mr. 801 l said that he had come out as a supporter of tho Reform party because of a belief that its policy would not bo reactionary.' The morrow 'would show whether ho was right or wrong. If it proved that ho was right, then thousands of people must logically come over to support Mr. Massey. He was not ono of those who thought that every man who had Supported the last Government was a rogue or a fool. He believed that liiany peoplo had supported the late Government becauso they Jielieved that it was the only Liberal Government. After the morrow these people would have no. Toason for refusing to support Mr. Masscy. Ho was proud to. represent part of a "district which provided for Mr. Massey such a meeting as they had that night. (Loud applause.)
