THE TEAR'S BALANCE. Although the official return of immigration and emigration for the month of March, 1912, shows, as stated in theso columns yesterday, a considerable excess of departures over arrivals, tho figures for tho twelve months ended March 31, 1912, show that there was a balance oil the other side, and that tho Dominion's net gain in population under this heading was greater than in the previous year. Details are given in the tablo below, Madly supplied by the Government Statistician's Department, and on comparing month with month, it will be seen that in each year the loss of population during the winter months has been more than made-good during the other seasons.
