FLEET THE ONLY SAFEGUARD. (Rec. February 13, 11.15 p.m.) Cape Town, Febrnary 13. Sir Percy Fitzpatrick, in the Assembly, in referring to tho Franco-German Treaty, said that there was only tho British Fleet between South Africa and a great virile people liko the Germans. It would be hopeless to hold South Africa if the British Fleet were withdrawn. Nevertheless, the Government had not encouraged immigration.

The Prime Minister (General Botha) denied that the Government had discouraged immigration. The Government would assist the poor whito South Africans, and would afterwards see about immigration. They would first settle the Crown lands, and then expropriate other lands later if necessary.
