NEW YORK SCANDAL.

ALLEGED ILL-TREATMENT OF IMMIGRANTS. Much political excitement was caused in New Tork at. the ond of December by the publication of an official letter written by Governor Dix, of New- York. State, demanding tho immediate resignation as health officer of tho port of Now York of Dr. Alvah ll.' Doty. In tho opinion of practically the entire medical profession of New York State Dr. Doty (says the "Daily Mail" correspondent.) is tho oldest quarantine officer New York, ever had, and deserves the highest praise for saving tho State last summer from an epidemic of cholera. Mr. Dix, however, declares his view that gross incompetence was displayed lv Dr. Doty ns health' officer. "It must he considered providential," he says, "that the dread disease was not scattered far and wido throughout tho land." Tho Governor asserts that the conditions prevailing at Hoffman and Swinburne Islands, where immigrants are quarantined are such as' shock everyone's sense of decency and make Americans ashamed of their country. lie goes on: "The immigrants are housed and fed amid intolerable tilth, and thy olfice.rs employed in the quarantine service are permitted to commit outrages upon them, especially ii|Kin women, that; defy description. Apart from the prevailing immorality, practices of the most inhuman character are tolerated. "Orderlies are permitted to carry in their arms the bodies of dead children, covered with sheets, from the hospital to the morgue. Whenever this occurs— the orderlies being obliged to pass throngh the open grounds—-mothers who have not seen their sick children in the hospital and do not know their condition follow the orderlies, hysterically weeping •and wailing and. trying to pull off. the sheets to ascertain whether or not tho bodies are those of their own children' Mr. Dix states that Dr. Doty has not made any attempt to disprove the charges of misconduct.' dishonesty, depravity, and immorality against his administration: therefore ho must resign immediately. Dr. Doty's position is worth .il'i'M a year. Ho was originally appointed by the Republicans in 1S!)5. He has always maintained tint he is too luisv fighting disease to pay any attention to'the "nonsensical evidence concocted at the hearings of the conamiasion."-
