IMPERIAL POLICY.
SPEECH BY LORD SELBORNE. By Telegraph—Press Association—Copyright (Rec. November 2, 0.10 a.m.) London, November 1. Lord Selborne, addressing an Imperial Mission meeting in'the Queen's Hall, said each Parliament of the oversea Dominions must decido in war time whether or not it would actively co-operate with tho Motherland. Both tho great parties desired to take tho Dominions frankly into tljcir confidence on the questions of foreign policy, in order to ensuro their approval, oven more than their aclrivo cooperation.
The point was whether it was better to have organised co-operation for common purposes, including defence, so far as possible, or not. Tho answer must come from the Dominions.
