The newspaper "Kolnische Zeitung" understands that agreements between Germany and Franco on all points regarding the Moroccan dispute has been reached, and the agreement will bo signed in a few days. Paris, October 2G. M. de Selves (Foreign Minister) denies communicating the terms of the agreement to the Powers signatory to tho Algcciras Convention. GERMAN FOREIGN MINISTER TO RESIGN. Berlin, October 2G. Some of tho newspapers aro discussing the probable resignation of Herr von Kiderlen-Wachter, Foreign Secretary, after tho Morocco settlement, becauso ho will be no longer in agreement with tho Kaiser. Several papers consider the resignation would assume the proportions of a scandal. ■ NEW RAILWAY SCHEME. (Roc. October 27, 11.15 p.m.) Paris, October 27. Following the Morocco settlement, U. Berthelot, director of tho Taris metropolitan railway, recommends tho construction of a trans-African railway from Algiers to Lake Chad, linking the Nigerian, Belgian, Congo, and Cape-to-Cairo lines.
