Whitley, Deputy-Chairman of Committees, has been elected Chairman of Committees in the House of Comj> mons in the place of Mr. Emmott, whose elevation to tho Houso of Lords was pro viously announced. J* Mr. Robertson, the new member oi tt the Ministry, is a journalist, author, and n- lecturer of strongly marked individuality and independent views.
