Tbo Italian Note to Turkey demands guarantees for the protection of Italians, and adds that the dispatch of Turkish reinforcements to Tripoli would bo regarded as an extremely serious act. It is understood that the guarantees demanded a.re equivalent to tho establishment of some form of Italian protectorate over Tripoli. YOUNG TURKS EXCITED. FOREIGN AID SOUGHT. (Rec. September 27, 10.10 p.m.) Constantinople, September 27. Although tno Young Turks are greatly excited against Italy, the Porte expresses its willingness to remedy any legitimato grievances. It is now striving to secure the friendly intervention of Germany and Austria-Hungary. The departure of Colonel Fenzi, Chief of Staff of the Saloniki Army Corps, has been postponed. Italy's action in regard to Tripoli is a direct consequence of the Porte's refusal to listen to/a protest against the unfair treatment of Italians in Tripoli, coupled with a denial of preferential treatment to which Italy is entitled by her special position. Other nations have teen so favoured. Italy is also actuated by a desire to consolidate her Mediterranean position in view of Franco's claims. FRENCH COMMENT. Paris, September 2G. The newspapors declare that France must approve Italy's action in regard,to Tripoli. Tho Young Turks, they say, are about to receive enlightenment as to tho value of German sympathy. They twit Germany with being in a dilemma between their friends tho Turks end her Italian ally. GERMAN ADVICE TO THE PORTE. Berlin, September 26. Gormany has counselled tho Porte to accede to Italy's economic ambitions in Tripoli, and has urged Italy to abstain from provoking hostilities.
