DOMINION CONFERENCE CONCLUDED. The first Dominion Conference of delegates from the various New Zealand branches of the Navy League was concluded yesterday. In the absence of the president of tho conference (Mr. T. M. Wilford, M.P.), who was unavoidably detained by his legal duties, the Rev. E, Eliot-Chambers presided. Preliminary Sea-Training. The sub-committee appointed to report upon a scheme of preliminary instruction in sea-training recommended: — "That, it is desirable that in tho inland towns of the Dominion some system of preliminary instruction with a view to a sea career should bo given to boys, it being thought that such instruction would bo a useful adjunct to tho present system of sea training." It was pointed out that in the experience of England and tho United Str.tes the inland districts had proved to be the best recruiting grounds for the navy. In the seaport towns tho boys had been snapped up by the fishermen. Tho Rev. E. Eliot-Chatnbers remarked that tho cowboy element was largely in evidence in the personnel of the American fleet which visited New Zealand swno time ago. The recommendation was adopted. On the motion of Captain Treleaven, it was further resolved:— "That the Government be approached with a view to encouraging preliminary instruction in sea-training being given by branches of the Navy League, and issuing regulations to cnablo the instruction where given to fit in with the train-ing-ship syllabus." . The Rev. E. Eliot-Chambers said that in his branch steps had already been taken to put such a schemo under way. They had ascertained that a suitable barge, equipped with masts iuid rigging, could be purchased. and fitted out at Lytteltou, and towed round to tho river at Sumiicr, for a total co&t of ,£IOO. This estimate did not, of course, ineludo instruction. The idea really was to familiarise boys with ship's rigging and work up aloft. After further disenssion the motion was adopted. Shore Depots Advocated. It was further resolved, on tho motion of Mr. C. W. Palmer (Wellington), that in order to assist in the training of j'ouths the Government bo recc-mnionded to establish one or more shore training homes, to be conducted in conjunction with tho training ships. Naval Cadotships. On tho motion of Mr. R. Darroch, it was resolved to urge upon the Government the desirableness of "increasing the number of naval cadotships for Now Zealand boys, tenable at tho Royal Naval College at Osborne." N.Z. Supplement to "The Navy." On the recommendation of the subcommittee appointed ■to report on the question, the conference resolved that a quarterly 4-page New Zealand supplement to "Tho Navy" bo published. Questions for Parliamentary Candidates. The sub-committee appointed to. draft questions for Parliamentary candidates recommended the following memorandum : "Tho members of the local branch of tho Navy League desire to know: '"(I) Aro you ,in favour of New Zealand doing more than in the past to in tho naval defence of tho Empire?' " '(2) Do you favour the introduction of legislation which should encourage the sea-training of the youth of tho Dominion?' "That each branch send a printed, copy of tho objects of tho league to every .Parliamentary randidato in their district, and an intimation that theso questions will be asked, and that branches be requested to forward a copy of the questions to some member of tho league at every centre where candidates are advertised to speak, with a request that such member will introduce them at tho meeting. "That a record of replies given by each candidate bo forwarded to the secretaries the New Zealand Executive to compile a return showing the replies'received from each candidate." Tho Next Conference. Tho conference agreed that the next annual Dominion Conference should bo held at Wellington during the Parliamentary session, and that Captain Treleaven should act as New Zealand secretary during the year.
