Reuter's News Agency, from an authoritative source, states that, although the question of territorial compensation is momentarily in tho background in tho Moroccan negotiations owing to Germany's new claims, Franco proposes to cedo territory in West Africa, with an area equal to two-thirds of Franco itself. This will enable Germany to obtain direct access to tho Congo River, thus facilitating eventual railway and road communication botw«en the German Kamerun and German East Africa. France will also give Germany access to the sea in a bay south of tho Spanish territory of Rio Muni, and slightly north of Libreville. Tho greater part of the navigable reaches of the Übanghi River will also go to Germany. This portion of tho French Congo is rich in rubber, ivory, and valuable forests. Further north Germany will receive a triangular piece in the Shari, adjoining the eastern boundary of the German Kamerun, and extending to tho tenth parallel of north latitude. Franco asks for a portion of the German territory in the North Kamerun. AN EXPLICIT REPLY. EQUALITY FOR ALL POWERS. (Rec. September 13, 9.35 p.m.) Paris. September 13. It is semi-officially stated that the draft reply to Germany drawn up by M. de Selves, French Foreign Minister, is most explicit on all questions of principle raised in the German proposals, especially on the necessity of maintaining economic equality among the Powers, and assuring France's political liberty in Morocco. The Admiralty is hurrying a train with twenty thousand tons of Cardiff coal to the naval depots in Scotland. In addition to the collieries on the Admiralty list, other Welsh collieries have received urgent orders for eteam coal. The consignments of Welsh coal to Scotland, Hull, Newcastle, and other ports wero. sent by rail instead of by ship, at heavy extra cost. Tho wagons were labelled "Urgent."
