Vice-Admiral Sir Hedworth Lambton, at tho Chamber of Shipping dinner, said ho was .sorry .tho Government was inclined to sign the Declaration of London. Ho believed ' that the whole Navy,. if asked, would say, "Don't!" Tho' Declaration proposed that merchantmen might claim every immunity as non-combatants, and then whenever th?jv liked they could turn pirate.
