A United States member of the House of Representatives, Mr. Humphrey, speaking at Detroit, said Japan could seize Seattle, Tacoma, and Portland, the five Trans-continental railway routes, and Bremerton Navy yards, and fortify tho mountain passes beforo tho United States could dispatch 75,000 troops to the Pacific Coast. The United States Navy would be helpless because it needed merchant vessels, and tho Army was too small. for quick adequato protection.
