Smith, Conservative M.P. for .Walton, Liverpool, in an article in "Reynold's Newspaper," which is publishing the views of leaders of all parties, declares that a settlement of the constitutional question, in the present Parliament,, unless by agreement, is impossible.
Mr. Smith adds that all sections of tho coalition treat the Parliament Bill as a mere means towards divergent ends.
