CANADA NEGOTIATING. -. By Telegraph—Press Association—Copyright. . Ottawa, January'l9. Tho Canadian Postmaster-General, Mr. R. Lemieux, announced in tho Canadian Parliament that negotiations regarding a reduction in cable rates between Canada and Britain were proceeding. Tho Imperial Government, lie added, was considering tlio question of a State-owned cable.
