POLICE EXCESSES DEFENDED., By Telcerapli—Press Association—Copyright London, January 13. The Berlin correspondent of "The Times" states that Herr Dallwitz, in the Prussian Diet, replying on behalf of tho Government to Socialist criticisms, regarding the action of police during the Moabit riots, argued that excesses were scarcely avoidable during street fighting.
He emphasised tho fact that no use had been made of the military in tho Moabit quarter, .which was in contrast with the practice in other countries.
