At a Democratic convention at Baltimore tli© speakers attributed their recent victory to the country's wish for tariff revision. The references to the Presidential election of 1912 indicated that tho Democratic candidate would be either Mr. Champ Clarke or Governor Harmon. It was stated that the reciprocity negotiations between Canada and tho United' States were progressing, and the main outlines of an agreement had been reached. The United States was seeking, for the admission of woodpulp. Tho agreement would probably bo adopted. Additional experts would arrive, at ton from Canada.
