SCOPE OF NEGOTIATIONS.. By Telegraph—Press Association—Copyright. Ottawa, January 15. It is understood that the critical, stage in tho reciprocity negotiations, now being conducted between United States and Canadian representatives at Washington, has been passed. Tho scope of the negotiations has been widened since tho Canadian representatives arrived. Protests against reciprocity are general in Eastorn Canada. It is pointed out that the United States negotiates with a margin of .seventeen per centum over Canada, and that there is littlo likelihood of such a margin being wiped out, even if generous concessions ore offered.
