PROPOSED AFRICAN REGIMENTS. By Telegraph—Press Association— Copyright Paris, January 16. Colonel Mangin has been entrusted with a mission to Africa, with a view to recruiting negro troops. .Ho declared that it would bo possible to recruit, forty thousand blacks. Two regiments could be formed in 1911, one to bo utilisable in French Nigeria Territory.
