The "Morning Post" says it is easily demonstrable that universal penny cables would result in enormous loss. Ordinary citizens may ask why they should bo called on to contribute towards the loss on a service of practically no value to them; further, that those benefiting by ocean telegraphy should pay for the- convenience. Any conceivable relief of cable users must be more modest than a penny a word.
