A Unionist reveille manifesto—the outcome of the movement among the party malcontents referred to in the messages of Ootober s—has been issued, with the approval of the party Whips.

The manifesto urges concentration upon the constructive side of unionism, and declares that a wave of vague but bitter, discontent is sweeping over the popular mind in Great Britain and : on the Continent. There must bo a I'.. osh balancing of popular forces, and the reveille programme provides for:— 1. The maintenance, of the supremacy of the fravy, if necessary,, by a great loan. 2. The construction of a;' scientific tariff, behind' which a system of' industrial insurance would give the workers security, State credit and the crcdit of the great friendly' societies being used, and thus avoiding the ruin inherent in the pight-to-Work Bill. 8. State oredit to assist in-the purchase of 'land for small owners, thus avoiding State ownership. 4. Reform of the poor law. 5. Colonial.preference. ... .. .
