4 BILL FURTHER AMENDED. DISQUALIFICATION TOB CONTRACTS. Several further amendments to the Harbours Act appear in the Harbours Amendment Bill No. 2, which, was circulated last night. The following ' aro - new ' clauses board may. appoint standing or special committees, and may delegate to, thoiro, committees any matters for consideration, or inquiry, or management, or regulation; and may delegate to any such committee any of the powers and duties by thi3 Act conferred or imposed upon the board, except the powers to borrow money, make a rato, mako a by-law, execute a deed or contract, or institute an action.

A board may render, either inside. or outside the limits of the harbour, any services to any .person, or to any vessel or other property; and may makei'and enter into contracts for rendering any such services, or for .the use, either inside or outside such limits, •of any of the board's vessels, jnaohinery, or .equipment. , . ■•■..... : : < If any, dispute or difference arises be-.' tween the board and any local authority as to': the grant by any such local authority to the board of any , license or authority, or, whether or'not such license or authority ought to '. be , granted,: or •as to the terms or conditions on which such license or .authority should be. granted, the question shall lie referred to the Gov-ernor-iu-Council, who shall- determine such; dispute or difference after such inquiry and in such manner.as he thinks fit, and such determination shall be obeyed/ . Power 4s given to boards to make bylaws fixing charges for the use of any fire-prevention appliances belonging to the board, and for fixing'the : license fees for vehicles plying for hire on the wharves. : In .the. case of a : . constituent;':-'district which is ahdin thecase' of '.a, combined district the'principal, authority of which is a borough council, the election of. members shall be held on the day appointed for , electing members of borough couridilßj and in'the case of every other district the ; eleotion shall be held ouithp. third.
