The High Court has delivered judgment on the question raised in the boot trade ■ dispute by, the boot manufacturers, i that the Commonwealth Arbitration Act was unconstitutional, and beyond the power of Parliament, in so far as. it- purported to empower the Court to I make a common rule. The Naval Defenco Bill empowers the Governor-General to appoint a Board of Administration, to be divided into two branches, one for the permanent forces and the other for the citizen forces. The naval forces will bo raised and kept by volunteer, enlistment only.
