The "Daily Telegraph" reports that Sir Gerard Lowther, British Ambassador at Constantinople, will be transferred to St. Petersburg, and that Sir Eldon Gorst' will succeed Sir Gerald Lowther at Constantinople,, thus opening the way for Lord Kitchener to become British Agent and Consul-General at Cairo.
Sir Eldon Gorst, however, denies the story of his appointment as Ambassador at Constantinople
