Though iiHe Albany Conference, between representatives of Canada and the United States on tihe tariff question, is reported to have been resnttless, friendly negotiations continue with a view to arriving at a limited reciprocity agreement. BASIS OF SETTLEMENT. • I (Eec. March 22, 10.20 p.m.) New York, March 22. The American "Journal of Commerce" foreshadows that the tariff settlement will bo on a basis of small concessions on Canada's part, America granting the Payno Tariff minimum, with mutual promises that negotiations will be undertaken towards the- conclusion of a reciprocity agreement.
