NEW SULTAN'S EDICT.

An Imperial Hatti, or order, has been issued which enjoins tho Ministry to work in tho interests of the country, and to respect the Shor'iat (sacred law) and tho Constitution. ' ' The Hatti declares that tho accession of Mohammed V is duo to tho unanimous expression of the national will. Tho Sultan's solo desiro is that all his subjects, without distinction, shall enjoy liberty, equality, and justice. It refers with keen regret to tho painful conflicts that have occurred in Asia Minor,' and orders tho adoption of measures to oradic:\bo discord and to prevent a recurrence of such conflicts. The Hatti adds that international treaties will be conscientiously observed and good relations'with all countries will: bo maintained. . REACTION'S "LAST STRONCHOLD." SURRENDERS TO SALONIKANS. ' , These men were responsible for the murder on April 16' of : Arif,Bey, commander, of the cruiser Assar-i-Tcwfik, who was lynched by his marines .because ho ordered that tho cruiser's guns ho trained on Yildiz Palace with a view to supporting'tho Committee of Union and Progress. Tho Tersanchlis had also been selected by tho reactionaries to participate in tho massacre which tho latter had planned to take place in Constantinople on Saturday, April 2^— a plan which Shevket Pasha checkmated by a forced march which placed his men in the capital on tho Saturday instead of on tho Sunday.
