Vigor 'Brown,:-M.i\), who originated tho borrowing policy, was received with enthusiasm by a large crowd of ratepayers. Mr. Brown thanked the ratepayers for tho manner in which they had supported his progressive policf, and said that ho hoped that they would yet make Napier the lpading town of the Dominion.
