Water for' the . high levels was an urgenf ,necessity,' and any' money that is in hand on {this account should bo used at onco for the purpose for which it was allocated. The storage reservoirs at ;■*' Rosoneath and Kelburne should receive attention immediately. As 'to tramway management, ho advocated that, with the heavy wear and toar on the rolling-stock and permanent way, a considerable sum should be set asido for depreciation before the tramways should bo declared to bo a paying con- ■ corn. Rigg addressed o well-at-tended meeting at KilbirnieJast -night,' Mr.

Waito presiding. 'After stating tho necessity of borrowmg for the purpose of carrying out reproductive works, and pointing out that there was no need for a policy of despair simply because wo were suffering from a financial depression, he proceeded to outline his schemo for the establishment of • workers'■ homos on the Kilbirnio side of tho • Town Belt. For the purposo of illustration ho took an area of 12 aoros of : land. Of this threo acres would be required for roads, leaving nino acres, which would givo 72 sections of one-eighth of an aero each. Tho estimated cost of building a ' four-roomed house was £350. Tho cost of 72 houses would thorcfore' be £25,200, cost of roading, forming footpaths, etc., £2400; total, £27,600. Tho amount that would re- ' quiro to bo raised on tho valuo of 12 acres of land at £700 an aero was £8400, roading £2400, total £10,800, cost of land and roading per section £160, cost of building 72 < houses-at £350 each, £25,200, total cost of land and dwellings £36,000, total'cost of each section and house £500. Tho rent for , each homo at 4 per cent, on tho valuo of the land, plus cost of reading, would be £6, and at 6J per cent, on tho building £22 155.; total annual rontal, £28 155.. or about ] lis. per week. In dealing with the scheme as an investment'on the part of tho city, j Mr. Rigg stated that the -rent for 72 dwellings at £28 15s. each would be £2070. In- ; terost'at 4 per cent, would bo £1104, leaving a credit balance of £966. To this could , bo added the rental valuo of tho land, £433, which would loavo available the sum or , £1309 a jcar for the further development of , the scheme. He stated that the advantages j of the proposal would be that it would jes- ] son the congestion.of tho city,'the sections being onereighth acre there would bo no overcrowding, and it would improve the appearance of that part of Kilbirnie. Increased population would lead to increasing i the valuo of land, for sites would be re- ( quired for business premises. Out of the i rovenuo .derived from tho workers' homes it j would ho possiblo to provido for a recrea- j tion ground and swimming baths. In , answor W an objection that if tho Town Belt wero used for this purpose they would not ■ be able to refuse to allow it to be used for other purposes, and that tho belt would i finally be all occupied, Mr. Rigg said that boforo tho Town Belt could bo used for workors' homes or anything else a special Act would _bo necessary, j Parliament was extremely jealous of allowing reserves to bo interfered with, and before this schemo i could bo carried out it would be necessary to convince, not only tho citizens, but also Parliament, of its utility. His reason for bringing tho subject forward now was in order to have it 'discussed, and securo an intelligent public criticism in regard to tho ■ proposal. At tho conclusion of tho 'address Mr. Rigg received a vote of thanks and confidence. Owing to an oversight, Mr. Rigg's meeting at Wadestown on Tuesday evening was not, reported. He spoke at some longth in regard to finance and general municipal matters, and, at the end of his speech, received a vote of thanks and confidence. * ~ MR. FISHER AT NEWTOWN. ' Ovor threo hundred were present at Mr. Fisher's meeting in the Victoria Hall, Newtown, last night, the chair being occupied by 3VIr. W. Thomson. Tho candidate 6aid that, in the face of the. decision of the ratepayers in regard to the" recent loan proposals, it would bo absurd for any candidate to lay down a heavy loan policy during the coming year. There would be a total expenditure for tho ensuing year of over £150,000, which was a fair aggregate for the yoar, and indicated nothing m the shape of municipal stagnation/as had been suggested. Dealing < with some of tho propositions made by other candidates, Mr. Fishor referred to the Haining Street market idea, and said that thero was ono factor which had been overlooked. What was to bo dono with tho Chinese community who presided in Haining Street? It would "confer no benefit on tho i city to drive the Chineso out of ono quarter if thoy wero going to herd togother in anothor. If the city wanted to establish markets, the reserve upon which tho Royal Oak Hotel Stood was tho most central situation in the city,,and one which could bo utilised i by tho council without tho proposed expenditure to acquire,private property. Irf reference tp a suggestion that had boon mado that hisi policy for tho coming twelve months meant stagnation, ho pointed out x that tho city was already authorised to borrow £40,000 for Wadestown, £22,000 for Northland; and in addition to those; amounts thero,was a contract already in hand of £46,000 for tho Wainui dam and £15,000 for abattoirs. Then there would be/available during tho coining year sums of money equal to thoso which had been utilised during the past twelvo months in tho construction of permanent works of non-recurring nature. Ho dealt' at some longth ivith tho question of' the administration of the tramways and the olectric light works There was in somo respects room for improvement in regard to these matters. Only a year ago the retiring Mayor had stated that in ten years' timo the olectric light works would havo yielded enough profits to pay tho whole of the capital cost. He regretted to havo to stato that at tho end-of that poriod it would be found that that statement was hardly correct. On 'tie motion of Mr. S, Manning, the candidate was accorded a unanimous vote, of thanks and confidence. ' ' Earlier in tho eyening Mr. Fisher addressed a mooting at Maranui. Mr. W. H. Alorrah presided, and there was a fairly large attendance'. ■". Tho candidato spoke on similar linos to thoso which ho'adopted at Newtown. MR. WILFORD AT DRUIDS' HALL. Mx. T. M. Wilford addressed tho electors at tho Druids' Hall, Taranaki Street, last night, in support of his candidature for tho city 7 Mayoralty, Mr. J. Coogan presiding. The candidate, in the course of his remarks, traversed 'tho policy of the City Council with rogard to street cleaning, water supply, and drainago, and wont very fully into an oxposition of the Depreciation Fund Account. He minutely reviewed tho operations of tho tramways and olectric lightings departments, of the corporation and theii; financial aspect, and also touched upon the question of firo boards., He was'in favour of tho creation of a fire boaid with a consequent saving to tho ratepayers of £4000, and thought that the i Government should contribute £400 annually, it being only right that if Government property wero protected by tho firo brigade, somo contribution should bo made. Mr. Wilford i then discussed tho question of a joint City i Council-Harbour Board superannuation ■ scheme, and wont on to say that if elected to i tho Mayoralty ho would necessarily resign his s seat on tho Harbour Board as representative i of the Government, but would resume it again, i ex officio, as Mayor of the city. A number of ) questions wore then asked and replied to, and s at tho conclusion a .vote of thanks and coni fidence was, on the motion of Mr. Cawley, ; seconded by Mr. Hanifan, accorded to the . candidate. " ' MR. BOLTON AT WADESTOWN. Mr. F. G. Bolton addressed a meeting of 3 about 50 electors at Wadestown last night, 3 Mr. Edgar Wylio being in tho bhair. The 3 candidate's speech' was on similar lines to his *previous addresses. In support of his ' contention that ■ insufficient allowance was ' J mado'in regard to depreciation 6n tho cor- £ poration tramways, ho stated that, in.Glasr gow, the allowance for sinking fund and de- (. preciation_ amounted to 9.48 por -cent., t whereas, in Wellington, tho two sums only (j amounted to 3J per cent. With respect to the pUTchaso of the Gas Company's underq taking ho advocated the introduction of a „ clauso into tho Municipal Corporations Act „ empowering the compulsory purchase of gas j or electric light undertakings. At present Ij thoso undertakings could only bo acquired j. by agreemont, and tho compulsory power would prevent excessivo prices being paid 1 to tho selling company. The clauso • would '' bo a .very useful lovor in negotiations with *, the Gaa Company. Ho advocated the " speedy ccmpletion of tho Wadestown tramway, tho commencement of tho Wadestown- * Northland water supply scheme, and also £ tho obtaining of tho very best possiblo terms from the Rhodes Trustees in respect i" to tho roads)through tho estate. In regard ' to employment on municipal works, he thought that, all other things being equal, j. local men should bo given the preference.
