"In my opinion," said Mr. Massey, in the course of his speech at Buckland, "the Second Ballot Act will be 'retrenched' before next election. It has proved just rather too much of a boomerang,- which turned round and hit the Government that threw it. In my opinion, the best system in the world is proportional representation."
