CITY COUNCIL.

COMMITTEES' REPORTS. Tho City Council met last night. Present: Tho Mayor (tho Hon. T. W. Hislop), Councillors Luko, Smith, Cohen, Ballinger, Hales, Biss, Fletcher, Carmichael, M'Laren, Hindmarsli, Morrali, and Murdoch. Tho Baths and City Reserves Committee recommended: —That tho New Zealand Alliance bo informed that it is regretted that their application for the use of the Basin Reserve on the Saturday afternoon before tho election for a children's demonstration cannot bo granted, but facilities'will bo given for tho use of tho upper portion of the reservo; that tho city engineer bo given authority to engage a surveyor for the purpose of making a plan of the Town Belt, showing proposed roading, areas to be planted, and tho land to bo leased to tennis and bowling clubs, in order, that tho committee may be guided, in the allocation of theso grounds; that the superintendent of reserves he empowered to engage six men to clear the gorso off the Karori Cemet-cry land; that accounts amounting to £44 9s. Bd, bo passed 1 for payment. Tho report was adopted. BOAT HARBOUR. Tho By-laws and Street Lighting Committee recommended: —That the request, of the Boat Harbour Committee that the council supply water to tho conveniences free of cost, ana make the necessary connection to tho dpep level sewer, bo granted, the council putting all pipes through the wall, the applicants to do the connecting, the clubs to supply the meter for the water supply to be installed at the western end, and to be responsible for the maintenance of the water supply and sanitary fittings; tho public to have the right of access to tho conveniences; that Mr. J. Dent be allowed to proceed with the erection of a dwelling at Macfarlane Street, as the original permit had not expired before the building operations had commenced; that a lamp of larger candle-power than the present one bo installed at the corner of Blucher Avenue and Mein Street, and that the application for a lamp in Blucher Avenue be not granted; that a lamp be erected at Wallace Street, Vogeltown. The recommendations were approved. it was decided, in accordance with tho report of tho Finance and Property Committee that the Wellington Society for the Prevention of Cruelty to Animals be granted a subsidy of £5 for this year; that tho offer of the Tinakaroi Quarrying Company to lease tiio quarrying land at tho Reid's Estate be not entertained; that the city engineer bo granted one month's leave of absence in order to vjsit Australia; that the disputed water account of Messrs. Townsend and Paul bo settled for the sum of £10; that tho draft agreement between the Government and the council with regard to the Wainui pipe track be approved; that tho proposal for tho roading for the A. R. Fitchett Estate, Mitchelltown, be agreed to, as recommended by the city engineer; that the necessary authority bo given to tho city engineer to extend Liardet Street through Sections 26 and 27 Town Belt ,to Berhampore, and for the road to be fenced off, gates to be placed for access to each section; that accounts amounting to £2417 3s. 7d. bo passed for payment. , The Outlying Districts Committee recommended, with .reference to the proposed road to tho Evelyn Estate, that the council cannot agree to the proposed diversion of the stream, and that it will bo necessary to culi vert in the existing course of tho stream in accordance.with plans to be approved by. the city engineer, and that the.roadway must be constructed in accordance with the requirements of the city engineer, and be maintained for 12 months before being taken over by the council. Tho consent of tho Karori . Borough Council should also bo obtained to tho culverting of tho stream.— The report, was adopted. CONCERNING A STABLE, The question came up again of granting Mr. P. Heyes the use ot a small piece of land which would give access along a right-of-way of the Kelburne-Karori Tramway Company to a scction on which it was proposed to orect a stable. It was necessary, in order that there should be an entrance for tho ponies, that the right-of-way should be extendsd, over the council's property. Several councillors objected, fearing that a nuisance would be caused by the stable being so near divollinghouses. The Mayor remarked tlyit'tlio council appeared to be seized with the notion that some calamity would befall them if the most trivial thing wore sanctioned. As a matter of fact there were a number of stables on the Terrace already. As for tho section being depressed, tho engineer would not have given a permit had not tho drainage been in order. It was agreed to refer the matter to theFinance Committee. ; TRANSIT OF WORKERS. Councillor M'Laren brought up a ih'atter which concerned the employment of men on the works in the Liardet district. Men who had applied for employment had been told that they must remove their residences out thore before they would be taken on. Even then thero was no guarantee of work. Ho would move that tho corporation convey the men to' and from their place of employment. Councillor. Smith said there were any amount of men living in that locality. Councillor Biss moved that the mattor be referred to the Finance Committee. AVhat was doho in regard to this contract, he said, would apply to all other, works. The matter was referred to the committee.
