M'Kinnon Wood (representing St. Rollox division of Glasgow), who at tlio formation of the., Ministry was appointed Parliamentary Secretary to tho Board of Educa-. tion, has been appointed Under-Secretary to the Foreign Offico in succession to Lord Fitzmau'rice (who has-been promoted to the '.Cabinet as Chancellor of the Duchy of Lancaster). Mr. Charles P. Trevelyan (representing • the Elland division of Yorkshire) succeeds Mr. Wood as Parliamentary Secretary to the Board of Education. ' REORGANISATION. AVOIDANCE OF A BY-ELECTION. . Mr. T. M'Kinnon Woodi who was made Parliamentary Secretary to the Board of, Education. when Mr. Asquith reformed "the Minis- ; trjC. 1 now becomes Tlijder-Secretary to the "-Foreign''Offiee; in''succession to ! "ibi'd Fitzmaurice (promoted to 'the Cabinet as Chah- ' .cellbr_ of the Duchv of Lancaster). Born an 1855 in London, Mr. M'Kinnon Wood has , figuredchiefly as the Progressive Leader on ' the .London. County 'Counail,' and' his appoint- . merit by Mr. Asquith was his first Ministerial • rank. He has written for the "Encyclopaedia Britaimica" and for reviews. '

These appointments apparently mark the -sonclusipn of the reorganisation of the Ministry,; which was partly reported in The Dominion of ; October 14. Two Cabinet Ministers, the Marquis of Ripon and Lord Twcedmouth, retire, and, after several interchanges, tho net result is that Lord ( Crewe accepts an addi■fcional ;Cahinet portfolio, and-one new Minister •is appointed, Mr. Trevelyan. As the one new Cabinet . Minister (Lord Fitzmaurico). is in the House_ of Lords, there will bo no necessity for' him - to go beforo his electors as if ke were a member of the Commons. The "Spectator" has already remarked that tho method in ' which IK Asquith has rearranged his Cabinet, indicates that tho Liberals fear tho byelections.' • MB. TREVELYrAN. Mr. Chas. P. Trevelyan, eldest son of the Bight Hon. Sir Geo. Otto Trevelyan (ex-Cabi-net Minister and biographer of Lord Macaulay), was born in London in 1870, and was educated at Harrow and Trinity College (Cambridge). In 1893, when Lord Crewo (then Lord HoDghton) was Lord-Lieutenant of Tre--land, Mr. Trevelyan was his private secretary. He was beaten in North .Lambeth, where he stood in 1895, by the late Sir H. M. Stanley but"m 1899 ho was elected for the EUaud division of Yorkshire by a majority of 984, which m 1900 he increased to 1G42, , and in 1906 to 8647 (almost a two-to-ono majority). In WO6 _lie was made a Charity; Commissioner. He .is a Liberal Imperalist and Social Reformer, in favour of land taxation, payment ■of members of Parliament, and popular control -.of education, ■ His critics rightly or wrongly accuse him of being too conscious of uis own virtues.
