BITTER FEELING IN CONSTANTINOPLE. MOVEMENTS OF TROOPS. AUSTRIA GUARANTEES TURKEY IN NOVIBAZAR. (DT TELEGRAPH —rRES9 ASSOCIATION*—COPTMGnT.) Constantinople, Octobor 18. There are persistent reports to the effect that Turkey is mobilising the Anatolian Army Corps, with a view to resisting the demands made by Bulgaria with regard to the Oriental railway, seized by tho latter country.

BULGARIA'S ASSURANCES AVERTED MOBILISATION.

CONFLICTING REPORTS. (Itec. October 19, 9.33 p.m.) London, October 19. While Constantinople telegrams deolaro that the reported mobilisation of Turkish troops is unfounded, and that tho report probably arises out of an exchange of troops between Constantinople and Adrianople, th'e Turkish Ambassador at Paris (Salih Munir Pasha) states that the report as to tho mobilisation was true up to Saturday morning. It was abandoned on Saturday night, after Bulgaria had given assurances producing a marked amelioration in the situation in the interests of peace.

CRETE EXCLUDED. NOVIBAZAR AND COMPENSATION ISSUE. (Rec. October 19, 9.33 p.m.) London, October 19. Router's Constantinople correspondent reports that.Tewfik Pasha, Turkish Minister for Foreign Affairs, has informed tho editor of tho newspaper "Tanin" that Turkey desired a Conference in order to consider the questions of tho independence of Bulgaria, tho Austrian annexation of Bosnia and Horzegovina, tho Ottoman public debt, and tho integrity of tho Ottoman Empire. Turkey excluded from tho scope of tho Conference tho island of Crote (whero tho Administration has declared for union with Greeco and has hoisted tho Greek flag). Towfik Pasha added that tho retrocession by-Austria to Turkey of tho sanjak of Novibazar (which tho Treaty of Berlin placed under Austrian military control) was conditional on neither Servia nor Montenegro (whoso territory adjoins Novibazar) obtaining territorial conpensation there. Austria bad guaranteed Turkey's possession of Novibazar.

London, October 19. An unauthenticatod version of the programme of the proposed Conference of the Powers, published in Paris, caused an excited, bitter feeling in Constantinople. Owing to tho impression that Sir Edward Groy (British Secretary for Foreign Affairs) had' not sufficiently safeguarded Turkish interests, the Turks are disposed to turn to

Germany. '■ " The Times " declares that the fate of the Conference seems to really rest with the decision of Austria-Hungary and Germany.

AUSTRIAN VIEWS. NO COMPENSATION FOR BALKAN STATES. TROOPS ON THE MONTENEGRIN BORDER. Vienna, October 18. The Vienneso press angrily protests against the idea of compensation being given to Servia and Montonegro.

The majority of the papers suggest that Austria should not be represented at the Conference of the Powers unless the compensation clause is withdrawn. Austria is massing troops close to the southern frontier of Montenegro. RUSSIAN MINISTER,. FROM PARIS TO BERLIN. Paris, October 18. President Fallieres and M.
