A day's debato oil the guillotino resolution, introduced by the Government to expedite tho passage through the House of Commons of the Scottish Small Landowners' and Land Values Bills, has begun. Tho ,Prime Minister, Sir Henry CanipbcllBannerman, in a conciliatory speech, confessed that tho House of Lords was justified in rejecting tho two measures, as they had been submitted too late for due consideration ; hence tho resolution, for ho maintained, that the Houso of Commons had maturely considered tho Bills, and'that: it was unnecessary to waste time in debating them again. Mr. Balfour, Leader of tho Opposition, strongly denied that the Bills had been adequately discussed in the Houso of' Commons, deferring to the by-elections, he said the Government was not in a position to revolutionise tho constitution of. tho House of Lords. i A PRIVATE BILL. i •' ■ j_ ■ ENGLISH ACT'S PRINCIPLE APPLIED TO SCOTLAND. It avoids a Land Court,, divided ownership, and other contentious features of the Government's Scottish- Small Landowners' Bill, and follows tho main'linos of the English Small Holdings 1 Act of 1907 • (which provides for voluntary or compulsory purchase of land to be subdivided among small tenants).
