WHARF LABOURERS' DISPUTE.

DEMANDS OF THE UNION. The following are the demands of the Union in the wharf labourers' dispute, to bo dealt with by the Conciliation Board . on February 12:— • Hours of Labour.—For all. classes oi labour the ordinary working hours shall lie from 8 a.m. to 5 p.m., exclusive of meal hour (from noon till 1 p.m.), excepting oh when they shall ho from 8 "a.m. till lit on; all other time to bo classed as overtime. Wages.—The following shall be iho minimum rates per hour: (a) Handling cargo Stevedores, general cargo work and work done for the Harbour Board Is. 3d. ordinary time, 2s. overtime. (These rates not to include, rates for work done in freezing and cooling chambers, and also work ou bags of lime, manure, and shale); (b) that handling bags of cement, lime, manure, and shale shall be paid at tho rates of Is. 6d. ordinary time and 2s. Cd. overtime; (c) handling coal All men cmploved as winchinen, plankmen, bull-rope-nicn, and tippers; men.shovelling in holds of ships in hulks and in trucks; men employed in shifting hulks and in rigging gear, Is. 6d. and 2s. 6d.; (d) trimming m shins bunkers, 'tween decks, and in ships liolus. and -hulks, Is. 6d.; (e) rates for-carrying coal 2s. aiid 35.; (f) repair work—Overhauling "work on ships (whether at the wharves or patent slip), such as clipping, ' cleaning, scrubbing and painting, and similar work on ballast tanks, peaks, bilges, chain lockers, and- under boilers, ordinary time Is. dd., overtime 25.; (g) handling frozen Carrying and stowing work in freezing chambers aboard ship, ordinary time 25., overtime 35.; on tho ,wharf and in cool chambers, ordinary time Is. 6(1., overtime 2s. 6d.; (h) out ports—lien engaged in 'Wellington to work cargo in other, ports to the time of loaving Wellington tih their return at tho rate of 10s. per day, with meals, fares, and proper sleeping accommodation provided, Sundays excluded. • Work in Stream—All men engaged to work any where within the limits, of Wellington Harbour to be paid from the time of leaving tho place of engagement up till the time .ofreturn to tho wharf. Men Ordered Down—Men down and attending between 5 p.m. and 7 a.m. to receive not less than, two pay, between VI noon on Saturday and 7 a.m. on Monday-and for work on holidays not less than two hours' pay; botweeii'7 a.nv. and 8 'a.m'.l not less than one i hour's pay. (Tho before-mentioned ■ payments-to ho at overtime . rates.) Men : attending between midnight and 6-a.m. and ordered 'down;for work to be paid 6d. per hour in addition to ordinary rates. . Holidays—rAU work done on Sundays, Christmas Dav, Good Friday, and Picnic Day during the ordinary working : hours, double ordinary time rates; overtime hours, double overtimo rates; on all other holidays, for work.done during tho ordinary*working hours, 'overtime; rates; during overtime hours, doublo overtime ratos. Tho /holidays shall be: New Year's Day, Anniversary Day, Good Friday,. Easter Monday, .the■/.King's Birthday, Labour Day, Christmas Day, Boxing Day, and Empiro Day, and each holiday to bo a period of ; 24 hours./ In the event of any of .theso.'.hqlidays being generally observed, oil a day other--than/that on which' it falls, the day observed shall be deemed to be the holiday in accordance'with'this clause. Standing By—Men ordered 'to; sta'nd : Uy. and waiting tho employor|s. convenience between 8 a.m. and 5 p.m. to bo paid for timo keptwaiting at ordinary rates. Moal Hours—Breakfast-i* a.m:'to 8 a.m.; dinner, noon to 1 p.m.; tea, 5 p.m. to 6 p.mV; supper,-iono hour between'lo p.m. and; midnight'. ■ Men employed from midnight to .7 a.m. to receive 20 minutes' "smokc-ho" free of deduction from pay. '•; Duration of Duty—Men'shall work during meal hours, if .required to do, so; and paid double timo rates, but men, shall not in any circumstance be required* to work more than six hours consecutively without an opportunity' of- having a meal. - . Men engaged to start work between 7 a.m. and 8. a.m. are ordinarily to, take their dinner from noon till 1 p.m., but if.required they shall work on till 12.30 to fiuish tli.o work they are engaged on.: Men engaged, to start work between S a.m. and noon not to work after 1 p.m. without a meal hour. Men engaged to start work-between 1_ p.m. and 5 p.m. not to work after 6 B p.m. without a meal hour;: ex-: copt -when finishing the work they are engaged on, when they may work till 7 p.m. Men engaged to start work , at-6.p.in. may work on till. midnight without suppor hour, but, if likely to bo required ;to work after mid-' night-tfiey shall' receive --'their supper "hour.Tho men shall receive a full hour lor. their meal ■ when ■ they require it. Place of engagement—Some deiinito place or places shall bo .determined on. : Engagement of Labour.—All men required to work overtime, shall be engaged during the ordinary working hours, provided the men shall not be engaged after noon on Saturdays. The engaging of nieii to. start, work at 8 a.m. shall not commence before 7.45 a.m., and men shall leave the place of engagement at 8 a.m:; no engagements to tako place, from noon till 12.56 p.m. Minimum, Pay for Men Engaged—When men .iire ordered for a job during ordinary, working hours and all arc not put on to work, thoso men who are not put oil shall receive ono hour's payment. A i Payment of Wages—Tho ' Union Steam: Ship Company, shall pay wages weekly on Fridays not later than 11 a.m.'to 1. p.m. and from:4 p.m. to 6 p.ni.,, Payments to'he mado for work 1 done up to tho previous Wednesday at midnight. The Wellington Har-. bour .'Board shall pay weekly on Fridays from 11 'a.m.i till -1.30 p.m., and lip till 6 p.m. Payment to bo made for work done up.to the previous Wednesday at midnight. The New; Zealahd. Shipping Company, , Shaw, Savill and Albion Company, and Gannaway and Co. shall pay weekly on Saturdays from 11 a.m. to 1 p.m. Payments to bo mado for work done up to tho previous Frday at midnight. The West-port Coal Company shall pay on Saturdays from 11 a.m: to 1 p.m., and the other companies on Saturdays, or their recognised pay day, from 11 a.m. to 1 p.m. Payments to be made for work done up to the preceding, day at midnight'. Coaling Work (baskets)— Carrying shall be not less than 12 to the ton: largo baskets not less than 5 to tho ton,; and not less than two inon shall be engaged at the tip. 'Ballast baskets shall he not less than eight to the ton, and. not less than six men shall be. engaged-at shovelling. In carrying cojil there shall bo two carriers, for tho first saven yards distance', in'- carrying, -'and for every additional three yards- one additional corner shall bo employed.

Cargo Weights—ln' loading or discharging cargo as a truck or trolly loail for two men tlie 'sling shall . not exceed v l2 cwt-., except in the; case of a_ single package which shall be abovo the weight. . A sling of cai go over 1? cwt. in freight shall .not be received in the hold or discharged unless morn than four men to tho gang'aro engaged in handling such cargo. In trucking or trollying tho .load for each man employed shall not exceed 51- cwt. Handling Beef—ln handling beef there shall be not less than iiix men 'on a sido employed. Preference—Preference of employment shall be given to mombers of tho Union. Application, of Award. —The award shall apply to all wharf labour, provided that in the case of men engaged and paid _ by the week their conditions and remuneration shall not be lowered during tho-currency of the award. It shall be deemed to apply to nil coalitions of working. Tho award shall, subject to the provisions of section (h) of clause '2 apply only to the wharves, port, and harbour of Wellington.
