ARMY REGULATIONS. DRASTIC ALTERATIONS. LONDON, May 29. The 'Morning Post's' Petrograd correpondent states, "New disciplinary regulations have been published. The Kencrnl tenor of then is indicated in the titular decree regarding the fundamental rights of men in the fighting services. It lays down that all men and officers enjoy all rights as free citizens, but must regulate their conduct by the requirements of the service discipline. They can speak, write, or publish anything on any political or religious subject within the scope of the ordinary laws, and they can discard their uniform except while on actual service. Flie decree abolishes the compulsory salute, substituting a voluntary mutual greeting, and concedes freedom to quit barracks or ships when off duty on the mero announcement of such intention to superiors. Punishments must not offend in sense, honor, or dignity."
