BALCLUTHA BOROUGH COUNCIL.

ADJOURNED MEETING

The above was heM on Wednesday evening. Present :—His W'orsbip the Mayor Mr .John Dunne, and Councillors E. J. Boyd, Sinclair Wright, A. MoNeil, G. W. Wood, J. Wilkius, AV. Boyd and J. Ramago. ■ DAY LABOUR v. CONTRACTS. The Clerk reported that the cost of the work in, John St., done by day labour was £3O 13/2. The tender price for the job was £3 0/ per chiain as .. against day labour £3 8/1 per chain. Or, Ramage said this showed that there had been a great saving. The dayman had been employed, and the cost of inspection 'had been saved. The dayman had to be paid anyhow, and migjht as well be doing this class of job. He moved that the Council carry on the kerbing and channelling in future by day labour : that is by the Borough daymen. Cr. Wilkins had pleasure in seconding the motion and was glad to see other councillors of the same way of thinking as himself. The particulars of the cost of kerbing and channelling are :—lmport Co. Cement, etc., £l3 14/2, 'Finn and Weir, carting,; etc., £1 4/6, Horse Hire £1 12/, Timber (Latta) 17/9. W. Guest (cement) i'»l, Day Labour £U2 4/9 ; total £3O 13/2. Cr. McNeil said they only had three months to go, and he thought they should leave it an open question. Cr. Ramage : My motion only refers to the present Council, the next can rescind it.

Or. Wood was more than pleased' at the result of the work in John Street, lie was speaking as one who had been opposed to doing it by day labour. Cr. McNeil was satisfied with the job, and the Milburn cement had been very satisfactory. His Worship said they made a great saving in wages by doing the work by day labour. Tt was permanent work, and urgently needed. Cr. E. J. Boyd : Pity a mile or two of it was not done. Cr. McNeil said they had plenty _of ill-feeling already about motions like this. The question should be left open. His Worship then put the motion which was carried, Cr. Wood's being the only dissenting voice. A BTLEMMA.-OLD WORK OR NEW. OVERCOME BY DOING BOTH.

Cr. Wright said the street past Mr 1), Ked'die's should be gravelled, as agreed last year. Cr. W. Boyd said the street was in a very bad state last winter. Cr. Wood said that before the kerbing and channelling in Douglas St., was the gravelling of the street between Mr Craig's and Mr Seaton Porter's. All the stock went this way, and it should have been attended to some time ago, Cr. E. J. Boyd said it took ,C(> a year to clean up Douglas Street. This was surely in need of repair. His Worship : We'll have to get all these done. Cr. E, .J. Boyd : Get them all clone. Cr. Wood : Before deciding about any more work we must see about our bank account. What we attended' for to-night, was to open tenders for the sale-yards. This was a real good asset to the Borough, and repairs must be made to make it convenient to farmers. He was strongly in favour of kerbing a nil channelling and even borrowing money for it. They should not have the men pottering about cleaning up gutters. Mis Worship said the finances were fairly sound, and they had enough to do both kerbing and channelling, anil the repairs at the yards. Cr. Ramagc agreed with Cr. Wright that the road past Mr Reddie's should be attended to. It'was agreed to do it a year ago. Cr.'Wright: There can be no excuses for not doing it, it was forgotten. I brought it up, and I proved that four chains be metalled. _ It was eventually deckled to gravel it. Cr. E. J. Boyd : Yes, that was to keep the cattle off the footpaths. If the road was metalled then the cows would use the footpath. He moved that the Works Committee get instructions to gravel this road past Reddie's.

Cr. liamagc seconded and the motion was carried. Cr. Wood : How much will we gravel. Cr. E. J. Boyd : Right from Neddie's, round the corner a bit in Hiigh Street. Cr. Ramay,e S!l i ( ' the ditch in Douglas street should bo filled in and then allowed to settle. If. afterwards the finances allowed they could carry out the kerbing and channelling. He moved accordingly. Cr. E. J. Boyd seconded the rrtotion which was carried without dissent. J THE YARDS QUESTION His Worship : Now we'll go to those yards. _ i Cr. E. J. Boyd : : A motion was carried to do this by day labour. Cr. Ramage said he thought the daymen should be put on. They would make a better job than any of the builders, who were not anxious about this sort of work. There were no tenders in, and he hoped the Council would resolve ' to do it by day labour.

Cr. E. J. Boyd : There's more accommodation needed. We were all over the shop the other day. Cr. W. Boyd moved that the matter be left in the hands of the Yard Committee to oarry out the work by day fobaur.-Secowtod. by Cr, Eamftge and

carried. His Worship reported that there was no reply from the Borough solicitor about tho additions to Mr Bragg's promises in Clyde St. "That's all gentlemen" from the •Mayor closed the meeting after urn hour's good business.
