The Unionists are strongly opposing the Premier's proposal to appoint a grand committee upon Scotch business. The Parnellites have issued a manifesto against the Premier. Sir John Lubbock has made a start .in forming a Britannic League on the lines of Sir Charles Topper's proposals. An invitation has been sent to the colonial Agents-general to join in the movement, but the latter refer the question to theit respective Governments before deciding. Mr Chamberlain, speaking at Edinburgh, taunted Lord Rosebery With ; putting his neck under the heel of tho Irish by apologising when the Irish tigers raved. _ *
