BALCLUTHA BOROUGH COUNCIL.

.(Unavoidably held over from last issue ) The Borough Council met in the Council Chambers on Wednesday evening last week. There were present — His Worship the Mayor and Messrs Hutchins, Maodonald, Hogg, Parmenter, Mackenzie, M'Corley and Thomson. INS-AIXATION )F mayor. Mr Macdonald was called to the chair and in the usual manner, installed the Mayor elect, Mr John Dunne, to theofiice. Tn doing so he referred to the length of time Mr Dunne had held office, hi 3 long acquaintance with municipal affairs, and the promptitude and efficiency with which he had always performed the duties of his office. He (Mr Macdonald) had no. doubt that as in the past,, the interest of the ratepayers would during the ensuing year be- fully cared for by;the Mayor and Council. Mr Dunne having signed the statutorydeclaration, was conducted to the chair amid hearty applause. He thanked the public of Balclutha for the honor they had once more confered upon him, and tho Council for the cardial reception they had accorded him. He had no doubt that j peace arid harmoviy would be continued. ! amongst them, and that the only rivalry they would manifest would be as to who would best serve their constituents. ORDINARY BUSINESS. The Range? and Poundkeeper wrote that a horse he had impounded and exposed for sale, had been destroyed there { having been no purchaser- and the animal i not being worth' keeping. — Action approved. Mr Mitchell asked permission to erect a verandah in front of big- shop in Clyde street.— Granted, subject to the usual conditions.— Several Councillors suggested that the time had arrived when a regulation should be. made providing for one atylo of verandah throughout the township. Mr R. Grigor, Engineer-, wrote as follow* : — Balclutha, December 14, 1885. To Works Committee, Borough of Balclutha. •RE FORMATION UPPER CLYDE STREET-. Ge**T_ , _„M__, — 1 have to report that the contractor, Mr Peter M'lSTeil, will be filling up the ditch which is at present draining a large area of agricultural land in _ few days, tf no action is taken the contractor will proceed to (ill it in, to the personal damage in the -niaanti'me of the cultivators of the adjoining lands. Would you kindly take the matter into your consideration, as you will require to hold the contractor free from, personal liability in the matter. The contractor has requested me to recommend (although nothing is iv the specifications as to timri-paytneat) _ tim.e-payni.eut oa accouut 'of work done. I estimate that about tht-ee-ptn-ta .of the earthwork is finished, so that you could, if you will, allow a time-paymen of, say, about LSO. The contractor informs me that your next meeting is on Friday first, and that he will be finished before another meeting, so that, he will take it as a personal favour if you can arrange foi* the above payment. — I. am, &c , , _to__R- Grigor, The payment referred to was proyided for, but no action was taken as to the filling up of the side ditch, it being understood that the contractor would proceed with the work. Accounts to. the amount of about L4O were passod for payment. Mr Macdonald explained that the debentures for the L9OO loan had been renewed. They were much indebted to t Councillor Mackenzie, who had supplied the funds at 7 per cent. Mr Mackenzie had also saved the Borough all commission in connection with the transaction. He moved a hearty vote of thanks, to Mr Mackenzie, for his generosity in the matter. — Mr Parmenter seconded the motion. — Mr Mackenzie in acknowledging the vote said he considered the investment a very good one, and finding he could spare the money out of his buainess he had taken advantage of it. He had no doubt the benefit would be one mutual to both parties. Mr Hogg, in the absence of Mr Mason, moved— »-" That Finegand road be formed and metalled from the end of Barr street to the town boundary."— Seconded by Mr M'Oorley and carried. — The matter was left in the hands of the Works Committee, it being understood that tenders woulu be called for the work in time for the next meeting of Council. Mr Hutchins, in terms of notice, moved -—" That a weekly market be established in Balclutha."— Seconded by Mr Parmenter and carried. —Friday was fixed as the market day.— Mr Mackenzie offered the use of his store, (Bain's store) for the purpose, which was accepted with thanks. — The Clerk was instructed to communicate with Mr Grant, Traffic Manager, with a view to obtaining the usual concession ih the matter of railway fares. The Town Clerk was. appointed valuator with the assistance of Mr Hutchins for North ward, Mr M'Corley for -Hast ward and Mr Hogg for South ward. The Mayor reported tlie result of the demonstration in connection with the opening of the Romahapa railway, which had proved in every respect a thorough success. He thought the action of the Council in the matter would be productive of very beneficial results, inasmuch, aa the necessity for 'an extension of the line had been very orominently brought before the public, and the government. The latter acknowledged this necessity, and in his speech at x the banquet the Premier had virtually pledged himself to use hia high influence to have the line extended.' -

Several Councillors concurred with the Mayor's remarks, and votes of thanks were passed to Captain Parmenter and the Volunteers for having taken part in the demonstration ; also to the Kaitangata Band, with a donation of three guineas to the Band Fund, and to Mr A. Grigor and his assistants for the nice orderly manner in which they had turned out the children.
