Tobacco control
Sir,—D. R. Hay (September 28) tells me that I am “off the mark.” I suggest that he direct his complaint to the Coalition Against Tobacco Advertising and Promotion which is circulating a draft document entitled “Tobacco Control Act, 1989." The “analysis” of this 16-page “Act” is headed “New Zealand Parliament,” and states: (1) This Act may be cited as the Tobacco Control Act, 1989. (2) This Act shall come into force on January 1, 1990.1 am also concerned that the prestige of the medical profession is being used to give birth to a monster: the “New Zealand Health Promotion Authority,” a Government quango to enhance the powers of the Minister of Sports and Recreation. The comparative Canadian legislation, which is printed in the Toxic Substances Board report, did not create such a "Trojan Horse.” In addition, the proposed legislation is cause for deep concern for other reasons. It will bring New Zealand into line with nine nations of the Soviet bloc, where there is a total ban on tobacco advertising (and perhaps all advertising) for political reasons, and/or Iceland, Finland and Norway (where the ban is enforced for health reasons).— Yours, etc., SUE HUNT.
