By PETER LUKE in Wellington The Government has before it a Justice Department paper which recommends a crime prevention scheme that draws on key elements of a French system. This system consists of a partnership between central and local government to co-ordinate existing schemes with crime and delinquency aspects and to develop

local initiatives to deal with local problems. Briefing papers for the incoming Minister of Justice, Mr Jeffries, also reveal that crime prevention under this system would embrace a broader range of activities. “Initiatives in areas such as employment, education and housing have all been included under the umbrella of local crime prevention councils set up in France,” say the briefing papers.
